Moving a floating bog

This bog keeps blocking the bridge and has to be moved once a year.

    Why don't they push it out of the way and anchor it?
    Maybe they enjoy pushing it once a year.

    It makes me think of Laputa: Castle in the Sky. The floating land, the motorized vehicles, the flying robot.
