    Over the top means, and has always meant, excessive. Excessive was usually looked down on by peers, as it raised the bar for what was expected of them, but now it’s often applauded.

    The 1941 menu, we didn’t officially enter the war until Dec 7th .
    Then rationing in the US started with sugar in March of ’42 and a bunch of stuff in Nov ’42.
    Besides, WB was a defense contractor.
