As a woman having experienced this most of my adult life just like so many other women...it is unnerving, unsettling, creepy, upsetting & often extremely scary. I read an article a few years ago about what a woman does (consciously or by habit) before going for a jog or a walk by herself during the day or more so at night...as compared to a man. I think many men would be quite astonished at what they are able to take for granted, for the most part.
While I agree it can be annoying I'm not sure it qualifies as "harassment"
